RE: Marshall's Yulee ineligible for 2016 season.
You don't need a specific ACT or SAT score to graduate college, those scores are used for admission and, in the case of the NCAA, qualifying to be initially eligible. Once admitted to school, to meet the NCAA requirement to play, you just need to obtain a minimum college gpa and be on course to graduate. He won't take the ACT of SAT again.

So because he's a highly recruited athlete, and ONLY because he's a highly recruited athlete...he gets to enroll without achieving the minimum score on the ACT/SAT, while the "average" non athlete student would be completely turned away. That seems fair. Not sure how universities get away with that.

Because that isn't true.
The average student can enroll at Marshall as well. In fact, thats what he is right now. He is enrolled as an average student.

RE: Marshall's Yulee ineligible for 2016 season.
Marshall has an open enrollment policy, just like wvu, the other state university in WV. You can be admitted with a substandard test score so long as you achieved the minimum gpa. You will be required to take remedial classes in your areas of weakness (non-credit courses) and also required to attend tutoring sessions. Basically you enter on academic probation whether a regular student or student athlete. You have one year to obtain a required number of credits (plus the non-credit courses) at a required gpa in order to continue your education.
There is no special access granted to student athletes versus "regular" students.
