“Castro’s statements during the interview impermissibly mixed his personal political views with official agency business, despite his efforts to clarify that some answers were being given in his personal capacity,” states the OSC report, which will now be referred to President Obama, who will decide on what if any action to take.

That's not the law. You can hold an executive seat and talk politics.

nobody is saying that he cant talk politics... he can talk politics all he wants, but not on official business.

Even Supreme Court justices will disagree on what the law is from time to time. The US Special Counsel isn't God.

He can't engage in political activity while on duty. But before he gave his political opinion he said he was taking off his HUD hat and speaking individually. That could be enough.

He was still on official business...

Obama Won’t Punish HUD Sec Julian Castro For Breaking The Law

Law? That used to be a thing, right? Anyway, Julian has to be unblemished to be able to run for VP, if Hillary wants him.
