As I noted, it certainly looks like they kicked the can in the direction of expansion, but they very clearly stopped short of announcing that they are expanding (as opposed to "taking a step in the direction of expanding"). And if you think it's 100% impossible that they still ultimately decide not to expand or to delay things indefinitely then I question whether you are familiar with UC luck and Big 12 behavior. Yes, in true Big 12 fashion, it's sort of a hybrid/other, but if I had to objectively categorize what they did into only one of the 4 categories, I think it's technically more of a kick the can than an actual decision/commitment to expansion. But I'm very open the concept of partial or even full credit for both answers under the circumstances (BTW, expansion with teams TBD is what I voted for.)

Regardless of how you interpret it, it's a positive development for UC that will hopefully lead to something official in the next few months.

Memphis and Cincy fans are both familiar with thinking things would happen, and then they didn't. Nothing ever certain until the presser.
