Deferred Matriculation (warning: CRAZY idea, probably no chance)
Primer: http://www.usatoday.com/story/sports/col.../86803134/

Cliff notes: P5 have announced proposal to update rules regarding student-athlete time-limits for in-season and off-season. Student-athlete quality of life is going to become a big deal in the next decade, as the NCAA tries to fight off making student-athletes into employees and giving them paychecks, at all costs.

So here's my crazy idea, I'll try to keep it relatively short and general as it probably has a 0.0001% chance of ever coming to reality:

- Universities don't force any new undergrad who enrolls to complete his/her degree in exactly four years. Indeed, some take six or even more years to finish. And this is allowed.

- So for example, the following would be allowed: a new undergrad accepts admission into the undergrad pool starting Fall 20xx, but decides not to actually take any class. Nor the following spring. Nor the following three years. But then in year five, he starts enrolling in classes. Finishes his undergrad degree in the spring of year eight.

This is allowed.

Do you see where I'm going with this??

- Without taking the time to offer specifics: make it so that student-athletes can have active student status in the school, without taking any class during their athletic eligibility window.
- During that time, they can receive a partial scholarship that covers room, food and FCOA elements, but can't include any money for tuition, fees, books, etc.
- In fact, they probably wouldn't even be part-time students, so no fees due either. And they wouldn't be able to qualify for FAFSA support either, so no fraud opportunities there.

- After the eligibility window expires, they can then get a full-scholarship to complete an undergrad degree for up to four years. And those don't count towards the max scholarships headcounts for the teams.

Just throwing it out there, why not?

99% of them would never come back and take any classes.

I'm sure there are plenty of students who start a degree, then quit.

I think you could take 5 of the worst David State ideas and combine them into one and it would still not be as bad as this idea

That makes them less like a student and more like an employee, which is the opposite of the goal right?
