Where is it airing? It doesn't do him any good if he doesn't get it into the battlegrounds.

I don't think this ad will be very effective at all. For a typical, swing-state, undecided, low-information voter who hasn't followed the whole email thing, it doesn't explain itself at all, it's just two people repeating phrases back and forth, easy to ignore--they may think Comey is a senate candidate in their home state or something. Those who understand the backstory behind it and don't need any framing information have already decided their vote, so it wouldn't matter to them.
