Seems an increase in reports of higher ups reported for bad behavior, which hopefully a sign of increases self-policing and not increases in bad behavior.

Self-policing? Sounds like real policing is called for to investigate criminal rape charges. Report appears then disappears; hindered vs impeded?

Ranger would know better than I but I believe this is military jurisdiction so yeah, self-policing.
