FCS doesn't have a special exemption to play in week 0, that I'm aware of. Unless you're talking about a special one-off game that FCS seem to have played last year and this year, to kick things off -- though now that's also been "big footed" with the Hawaii exemption itself.

And as I proposed, you either just ratchet the HI Exmp. back to "week -1" or you live with it.


However, I do think it's important that they shouldn't be allowed to start fall camps a week earlier. Two weeks is plenty enough time to get ready, and as long as it's the same for everyone then no one is at a disadvantage.

Until I hear the NCAA turned down an FCS request to play week 0, it is an implied exemption.

NDSU is the only FCS team doing it this year, and I think NDSU-Montana was one of only two games in FCS that did it last year.
