Yeah but where does it stop. If 20k is ok why not 15k?

That's the only official capacity number I have been able to find. That was also the official attendance for the stadium's home opener in September, 2014. The stadium, itself, looks very nice. It looks like just about every seat is very close to the field (within 20 rows on the first deck).

If you look at the Dant Clayton website, they supplied the seating to both end zones and the press box side. Their press release says they supplied 15,793 seats.

The home side of the stadium has the Glazer Club and Westveldt Terrace, which are 4500 seats according to Wiki.

So that's 20,293. I think there are a few extra seats on the home side near the end zones.

In any event, the fans on GoTula.net counted the dots during initial seat selection, and the total is 22K give or take a couple hundred.

20K IS pretty small. NIU's current capacity is just under 24K now and that's very small for Division I IMO. We were announcing crowds of 28K in the early 2000s though, with basically the same stadium, before the fire marshall apparently decided we shouldn't fit that many in there.

Until 1978 you didn't even need any seats to be in the top level of football.

We should be talking about game-day revenue more than number of seats.

If a program has 20,000 seats and sell those for an average of $75 each, that's $1.5 million per home game, plus they have more supporters who are more likely to donate additional money.

If another team has 50,000 seats and sells 30,000 tickets at an average of $30 each, that's $900,000.

If a team reports 30,000 tickets sold but really sold 10,000 and gave away the rest at $1 or $5 just to make the stadium look closer to full, that's even less revenue.

The first of those three is unquestionably the healthiest program.

Should a program with 20k seats and one with 100k seats be classified together?

Why not? In basketball, Kentucky, North Carolina and Syracuse are classified with schools that have fewer than 2k seats -- and two that have fewer than 1k.

Exactly

The attendance element is never a factor in any other NCAA divisional decision.

Everywhere else it boils down to:
1. Are you willing to offer the minimum number of sports?
2. Are you willing to offer the minimum amount of aid (or choose the no aid path)?
3. Do you want to and will you play a minimum number of contests against others following those same rules?

Football is different not because it is unique but because of the efforts undertaken to limit access to the NCAA football television contract. So it came about in late 70's and became moot in 1983 with Board of Regents v. NCAA.

It exists today simply because so few decision makers recall when it wasn't a factor.

I have a hard time imagining a zero seat stadium but there must be a few of them out there.

Georgia and GT used to play in Piedmont Park so I suppose anything is possible.
