It is still raining. When would you propose the game be played?

I think that there should be some sort of contingency plan. It all worked out fine for the 2 teams involved, but, I make the same argument I did before: What if one or both finalists were not assured of NCAA bids unless they won the tournament? It wouldn't be fair to them to cancel the game.
And I don't believe that the conference should be able to just declare that the automatic bid goes anyone it wants to. This would mean that every automatic bid could be manipulated by the conferences to their advantage. What if Tulane and Houston were in the finals and it drizzled a little? CUSA could use that as an excuse to call the game, declare that Houston gets the auto-bid, and assure CUSA of 5 bids instead of 4.
Also, I don't like the idea of being conference tournament CO-champion with TCU. I understand we have bigger fish to fry, but as I was watching the NCAA selection show, it really grated on my nerves to hear them call us CUSA tournament CO-champions.

CUSA did not simply award the bid to "anyone it want(ed) to." They gave it to the team that earned it on the field of play. Tulane and TCU were the two teams left standing when the rains came down. Tulane held a four game lead over TCU during the regular season, giving them the tie-breaker. If it had been between ECU and Houston, the bid would have gone to ECU because they had finished ahead of Houston in the regular season. I think the system is fair. I don't see what other contingencies could have been made and give the CUSA champion a fair and equal chance in the regionals.

I understand that, but I would think that it would matter to the NCAA whether what they did (awarding the auto-bid to the team finishing higher in the regular season) is according to a conference rule, or if they made it up on the spot. Again, if they made it up on the spot, a conference could manipulate a situation similar to this to their advantage.
Concerning contingencies, they could have started the tournament sooner, allowing for one or more rain days. Also, the stadium didn't seem to be equipped for much rain. Maybe they should choose the tournament sites more carefully or require certain equipment to be on hand just in case.
I agree that sometimes stuff happens, but I think if Tulane had reached the final of the tournament, and the only way we could had gotten an NCAA bid was to win, we would be rather ticked if they called the game the way they did.
But again, it's a theoretical argument. I'm done.

Didn't they start the tournament a day earlier as it was?
