I saw that story yesterday and Dr. Rudd's tweets about the Gov. coming to the Memphis campus to sign the bill. It is great to have a governor that is showing some support for universities not in Knoxville. I will also say that Dr. Rudd is probably the best and most dynamic president the UofM has ever had. Following him on Twitter is fun. He is constantly promoting the university, the city, and local business. If you live in the twittersphere then you really should follow him.

Did the gov actually make it to Memphis to sign the bill?

You are certainly and completely wrong. Most of the prospective board members have already been approached. The board will be representative but mostly it will be strategic to promoting the best interest of growing the size and stature of the UM.
If I had any reservations it would be that central government would use the opportunity to further divest responsibility for supporting education.
Sad that on a day of such importance you find the lowest common denominator to focus your attention.
And for others who asked about governor Haslam, he did attend along with a number of other elected officials. I was there along with a packed house. Haslam conducted ceremonial signings on several campuses.
