We all know that the "bad" people only come to Beale Street after 10 pm. So, if I am looking to cause problems now, I will just arrive at 9:45 and kill a few minutes before I do my thing...

I assume that if you enter Beale Street before 10 PM you pay nothing and stay as long as you want. That would be the logical thing to do if $10 is a big problem.

The concept and principle is the same, but it's a month of activities in Tom Lee compared to 52 weekends a year on Beale.

Well, I don't really care much one way or the other, but just for the sake of argument, saying a Memphian who has paid taxes of all kinds here for five decades should have certain hours to come on Beale and should be happy that Beale is making money off the tourists is very akin to saying let the "poor Memphis folks" come to the Zoo on Free Day, which is only 2-5 on Tuesdays, so the tourists can come all the other time and pay a nice admission fee, plus $5 to illegally park on mud and dust in a non-ADA compliant field.

Where are my considerations as a taxpaying, local-business-supporting Memphian?

I think you've officially jumped the shark.

The Beale Street Merchants Association (the ones basically making this call) is a business. You don't have free rein to enter a business area any time you feel like it.

If you want to compare this to anything, this is the same as most bars across the city (country) where it's free to enter many hours, but a cover is charged during some peak/live band nights.
