Honestly, the City should start de-annexing areas. Raleigh, Frayser, Scenic Hills, Southwind are all exampled of the annexation blight. Hell, even the west side of Bartlett sucks because of Memphis.
It all stated with the well intended civil rights movement which turned into Change Everything We Don't Think Is Fair Or We'll Whine About It Until We Get Our Way Movement -- the worst of which was lowering the education standards in public schools which is exactly what led us to today.
Once standards begin to be compromised there is no bottom and now there's no going back
The problems with various areas of Memphis began when the powers that be decided to tear down all the public housing projects in midtown and disperse the residents to other areas of the city with federal housing subsidies. The areas along Raleigh-Lagrange became a center of Section 8 housing and all the drug users and low life people were dispersed out in the city. They brought their getto lifestyles and mentality with them. That was the beginning of the decline for "Raleigh/Bartlett" and the areas west of Austin Peay Hwy. I know because I have lived in this area since 1969. Should have pulled up stakes and moved years ago, but alas, my stupidity.
Any where you go in this city, you are, essentially 2 or 3 blocks away from a "bad area".

The desirability of neighborhoods comes and goes. When I was a kid, people rushed to the suburbs. Now Millennials like my kid yearn for downtown living.

When you graduated college you rushed to the suburbs?
Most people I knew in the early 90s rented then bought in the city, then some moved out when their family needs favored the suburbs.

Most people I knew in the early 90s rented then bought in the city, then some moved out when their family needs favored the suburbs.
When I graduated college I had $500 in total assets. I did not even own a car. I got married to the best person in the world, but we were poor in everything except love and prospects. Eventually, my wife and I scrimped and saved enough money to buy a house in the suburbs. We could not afford to live in the city until the mid 90's.

I was born/raised in East Memphis burbs but loved Lauderdale Courts best. It's where my fatherless cousins lived and babysat me while both parents worked.
Lauderdale Courts freaking rocked! Way better than East Memphis. Even for a toddler. lol Trips downtown to St Mary's cathedral, the River, the Library and that big pretty fountain were awesome!
I guess it don't rock no more, tho.
