A fine, even a $60 Million one, is not stopping any of the corruption at these schools. Especially when their conference/CFP payouts are approaching such ridiculous numbers.
Baylor covered up a murder. That's a felonious act. And here they are, right back at it again. Same with UNC, Miami, and the list goes on. What has changed culturally at any of these schools? Nothing. The ends justify the means. Meanwhile, another directional school just had a 10 year show cause penalty because the head coach handed a player a Kleenex.
Baylor never covered up a murder. A murder took place and the basketball coach at the time tried cover up improper payments and failed drug tests. After an assistant coach let the press know, the entire thing quickly fell apart. The NCAA came in and basically gave Baylor Basketball the closest thing to the SMU Death Penalty.

The irony of that is, the people investigating the murder, I imagine, could not have cared less about improper benefits, and likely would have never brought them to light during the investigation. Or at the very least, the fallout would have been nowhere near as severe had they been found, as consider the other circumstances, I just don't think anyone would have cared.

Speaking as a fan with some perspective on controversial decisions made by presidents regarding coaches, it is a no win situation.
