The NFL has enough legal expenses with "Deflatgate" and the 4 game suspension of QB Brady. The last thing they would ask for is a law suit filed by a player if they tried to punish him in some way for something he did in college.

The cost of deflategate is nothing to the nfl. I'm sure they have lawyers on retainer.

Goodell ensured he can punish players however he sees fit, with or without evidence, because that is what the players agreed to. This wasn't just a loss for Brady and the patriots.
