Administrative regulations have the force of law within an organization as long as they are not successfully challenged in a state or federal court of law. Courts generally make decisions based on national or state law, not on what may be the wishes of a particular administration (judges who are elected are more prone to political pressure). Schools ran into this on rules about student dress codes and hair styles.
