While some programs like Eastern Michigan Univ Football might be dropped, just like other former Div I-A programs like Wichita State (which actually might be coming back), Long Beach State, Pacific, etc...and while a somewhat popular Presidential Candidate is promoting "free college education", those "popular" Universities in regards to high student enrollment will most likely stay popular, regardless what athletic (or any other student fees) that they tack on to tuition rates.
Its actually some of the smallest private colleges, even without Div I-A athletics, that are struggling to attract either high number of students and/or even qualified students that are willing to pay high private tuition rates.
The continued explosion of online courses at every Univ...will actually help decrease the growth of expenses for many Univ...as not as many classrooms, parking garages, etc....will need to be built, as more and more students are choosing to go the online route.
It'll be interesting to see if more for profit online colleges will start sports like Grand Canyon U did. The U of Phoenix Fighting Phoenixs, the Devry Dingleberries, the Apollo College Creeds etc etc
