That has got to be a UAB-created document. The graphic design elements scream UAB Public Relations and internal marketing.

Watts either has the goods on some (or all) of them or they just don't care to bother firing him and having to hire someone new.

If this document is trying to show how to handle a crisis, then it is bad advice considering most presidents would have been let go long before they had the chance to see the black cloud lifted. I'd say the cloud has lifted despite Watts staying on as president.

Watts and Direct Communications are taking advantage of a quiet stretch; they point to many neutral signs thinking them signs that things are calming down. Maybe they are trying to provoke a response? Or, they might be too obtuse to see that Watts is still just as radioactive as he was in December.

Are they are aware of the undercurrent of dislike for the man? This broadsheet is just some more "knowledge that will change your world".
