What or is there a major difference of the actions of these two basketball coaches and the rules they broke? Why did the NCAA reach a decision so much quicker on Tyndall than they have Roy Williams?

Look at the respective schools that employ them.

The problem with the UNC scandal is that it goes much deeper than athletic violations - it deals with the academic side as well. It is systematic academic fraud that goes back for years. I believe about half of the affected students were student-athletes, so it really is much bigger than getting kids eligible onto athletic teams.

The athletic program is facing five severe violations, including the dreaded lack of institutional control violation. I don't think there is any way where this gets swept under the rug or attributed to other athletic programs. It's far too big to not be taken seriously, and I think UNC will be hit very, very hard.
