Yes but there was always a strong undercurrent of "assimilation to American values is the goal"... At least that was the view held by the American public at large.

It was never perfect and it never treated immigrants perfectly but it led to large immigrant groups quickly becoming Americanized.

Today you have a primary current being one where "American Culture" is a slanderous insult. So there is little pressure on incoming immigrants to adopt American political and civic virtues.

b/c they were forced into the labor force...it's why the came....we had to build the infrastructure and needed bodies...

Seems to me that the best thing we could do (where possible) is establish a 'beach-head' in those countries and create a safe zone. Certainly the rebels would attack the safe zone, but they quite obviously would be attacking the 'civilians' there, since all we would be doing is protecting the 'border'

We can ensure food, water, medical treatment etc etc etc... and we can monitor the border. If they want to leave, they're on their own. They get heavily searched when they come in, and we can control what comes in and out (at least a lot) and make sure that no weapons or things that could be used as 'major' weapons come through. No raw chemicals... no heavy lab equipment.... etc etc etc.
