It's far more likely the judge is referring to only those 'black people with guns' he sees coming through his courtroom as defendants; that is, that smaller percentage of gun owners using their guns for murdering and gangbanging other black people, a.k.a., guys who appear not to feel that black lives matter.

Deep down, I think everyone knows what he meant. But ideology is ideology.
