This description is stuck in the 1980s. Have you seen Buffalo Bayou Park or Discovery Green? But the first sentence exaggeration should have tipped us off. Houston is hot June-September, but I will gladly take that over Chicago November-March.

A car is not needed to get to nearly all of the tourist attractions in metro Chicago despite how expansive it is. The same cannot be said for Houston. Climate change has impacted weather significantly, winter temps and snow levels have moderated greatly over the past 10 years making central and northern US making the Midwest and Mideast more pleasant than in past decades.

Houston'a monthly average hi/low temps are

Ja 62/41 pleasant Precip 3.7 in that's alot of rain
Fe 67/44 pleasant 3.0
Mar 73/51 pleasant 3.4
Apr 79/57 pleasant, but AC needed by the last week of the month. Precip 3.6
May 86/66 Hot and 5.15 in of Precip HUMID.
June 91/72 Blast Furnace and 5.35 in Precip even more Humid
July 94/74 Molten Lava 3.18 in Precip
Aug 94/73 Jungle Swamp 3.8 in Precip
Sept 89/68 can you say Southeast Asia 4.33 In precip
Oct 82/59 AC needed most of the month 4.5 in precip
Nov 72/50 pleasant Fall Weather 4.2 in precip

That 8.8 inches in precip over a year is large. high humidity is worse than heat

But high humidity is only a factor for 4-8 months of the year, depending on the year. Houston is just fine and better than most places at some points. The issue is, of course, anything worth doing in Houston is spread out from here to there, to over there and back across the city to there.
