Both Wilson and Goodwin said that the ACA would be more stable financially if Medicaid were expanded to accept more people and if North Carolina ran its own insurance exchange, options that the state’s GOP-dominated legislature rejected.

Every time a policy is sold BCBS losses money. One of their solutions is to expand Mediaid and shift the responsibility from the insurance company to the taxpayer, but they will still be losing money on every plan sold. That means the issues ins't the non-expansion of Medicaid in NC. Medicaid already covers more than 10% of NC's population.

Pretty much if you live East of I95 NCBBS is the only option for you. What happens when they drop?

Closer to east of Raleigh. United HealthCare and Aetna are around, but mostly as employer sponsored or govt plans. A good deal of providers around here don't really like them.
