RE: neutral games
Are they planning on putting temporary stands on the track and infield? Also wonder what they are going to do for locker rooms?

While I certainly have no idea what the answer to your locker room question is, of those three buildings, one is a Goodyear tire building (lower left) which is open inside. Though tight, I believe that building could be utilized for one locker room. Another building (at the top) is a concession stand and bathroom which would be really tough to adapt into a locker room. The third building (lower right) is for the media and that is where they hold the pre-race drivers' meetings. It's new, so I really don't know much about it, but it could probably be used for a team.

Regarding temporary stands, I thought I saw a rendering with a lot of stands being temporary.

The other thing I continue to question is, though that black asphalt appears flat, I seem to remember several undulations and rain drainage areas in it. My only thought is that they are going to bring in so much dirt that will allow them to level it out prior to laying the grass/turf down. God forbid, it should pour down rain leading up to the game. It will be a swimming pool since the drains will be covered.

How JMU and a school like NDSU or Montana don't jump at an opportunity like this is beyond me... Who is gonna be at this game?!? It's gonna be 99 percent empty
