If the Big XII goes back to 12, I fully expect Oklahoma and Texas to be split in separate divisions, and Oklahoma will grab Houston for their division.

Well, they did agree to play a two-game series with UH beginning with a game in Houston in 2016. And I know Castiglione and Sampson are friends.
Peering into the future, I believe OU would want a Texas-based partner should they leave the Big 12. And since OU is a short drive from Dallas and plays the RRR in Dallas, the logical partner city in terms of media and recruiting is Houston.
Of course, A&M would be that partner should they move to the SEC. And UT would be that partner if they moved together to a new league.
But what if OU wanted to go a league that did not include Texas or A&M? I personally believe that OU would rather partner with Houston ahead of (or in addition to) TCU, Baylor and/or Tech.

So the LHN is still a huge bargain for the Big 12. The Big 12 needs Texas a lot more than vice-versa. It's existence depends on Texas.

Maybe not. But they have the seeming potential to be so. Or maybe it's just that as the Big Brother of all Texas schools, Texas doesn't want to see any Little Brothers get any leg up?

No, Houston is not. This year will be similar to last year. Texas was hanging around the 30s-40s until right before NSD when all the big recruits announced their commitments to Texas and it bumped them up to a top 10 class.
I don't know if Texas will hit top 10 this year, but it will certainly be better than Houston. I'd expect a top 15 class at least.

Texas is making way too much money off the LHN to give it up without a guarantee. The only way I see them spinning the LHN into the Big12 network is if they're guaranteed to keep the $15M per year they're making off the LHN. This would mean the other schools would have to take a less than even cut. Are other schools willing to do that? Is Oklahoma?

I don't think the remaining Big XII would be that bad....if they grabbed BYU, Cincinnati, UConn, Houston, USF, UCF, San Diego State, and Colorado State, you'd see an actual "Best of the Rest" conference form (16 teams)....teams would rise to the top and be competitive. They wouldn't be SEC or B1G-like, but they'd be at the bottom of the P5 at least, which is a decent spot to be.

For the sake of argument lets say texas goes indie and places it's other sports in the ACC. The Pac makes an offer for OU, OSU and who would the other 2 schools be? Houston and Tech the secular schools? Houston and TCU the big city schools? One Texas school and say Kansas?

OU has no such issues.
Texas has been promoting the NRUF, which is the fund to help additional Texas universities become top level research universities. Houston and Texas Tech have both gotten money from that fund. UT-Dallas will probably be next. UT-Arlington, UTSA, UTEP, North Texas and Texas St. all potentially have access.
