Oklahoma would be. West Virginia would be ... a better add than many people think.
WVU and Oklahoma as SEC adds would tick off the B1G (Ohio St).
The B1G is in incredible position right now. Even with the ESPN cutbacks and the talk of cord-cutting, the B1G's new deal is going to push them past even the SEC in revenue.
But yes, if the SEC went to 16 teams, the B1G would probably follow suit, and be just fine no matter who they added.
B1G (Ohio St) would have to fly over SEC to get to Texas. WVU would plant a flag for the SEC on the boarder of the East Coast and force Ohio St through Maryland to get to Virginia.
If the SEC ever took WV, it wouldn't be because it is eyeing the East Coast, rather just that WV is a flagship with a natural football profile and is contiguous with their territory. And that wouldn't split the B1G off from Virginia in any event.

NIU doesn't "bring" anything close to the Chicago market. It owns the tiniest sliver of that market, way behind Notre Dame and Northwestern. Plus, NIU does nothing for recruiting.
Worst of all is impression: NIU still sounds like low-end cannon fodder. The Big 12's prestige would take a big hit if the Big 12 added them. You could here the sniggering in the halls of the SEC and B1G conference offices. Hell, even the ACC would be laughing.
Keep playing pretty good football, and build your fan base up a bit, and in about 5 years you probably will be ready for an AAC invite. That's A*A*C, not ACC.
