Well Kelly has come out and said he wants to stay in the NFL:
Kelly told Jay Glazer of FOX Sports that he wants to remain in the NFL, and not return to college. Kelly was an excellent coach at Oregon and would have several job opportunities if he wanted to coach in college again, but he’s apparently no interested in that. Kelly’s insistence that he’s staying in the NFL will lead to more talk that he could move to Tennessee and coach the Titans.

He better be prepared to be a coordinator or better yet a position coach if he wants to stay in the NFL. Any NFL team dumb enough to give him a second chance so quickly will regret it.
NFL coaches are on another level vs their college counterparts in overall comparisons. Of course, there is definite overlap between the best college coaches vs the worst NFL coaches.

He will move to a college team. He's just using the "I want to stay in the NFL" bit, to get an NFL salary from a College Program. In the end it's always about the Benjamin's.

Last time I checked, NFL coaching salaries are not much different than the upper level P5 programs.

Very few CFB coaches - Saban, Meyer, one or two others - have compensation in the range of the $7 million/year that Kelly made in Philly.

While the Titans provide a reunion with Mariota, it would be hard to pass up the chance to coach the Stafford/Johnson tandem in Detroit or even (?) take a chance on the Rams if you had an insider guarantee that they were moving to LA.
On the other hand, sitting out a season (since no FBS jobs are available now) or waiting til another NFL team poaches from the college ranks might be wise.
Of course this is no guarantee that a new carousel is starting. If the Eagles take Mora, Kelly could just to UCLA, end of carousel.

I would think the Titans, Colts, 49ers, Dolphins and Browns would all show some interest in Kelly. I'm sure his pitch is that all he needs is the right QB to run is system.

Kelly wont be making 7 million if he gets another NFL job, using that number as evidence of what choice he will make is an illogical fallacy. University Presidents and AD's will be more likely to pay him top dollar at the college level where as at the NFL level he is now viewed as a liability.

I don't know if it's solely about money with Chip. I think he wants another chance to validate his system.

That's his biggest problem. He wants to validate HIS system rather than adapting to his new surroundings. I don't think he could even get the Tennessee job despite his close ties with their new franchise QB.
He is too much of a detriment. He made it clear that he wont coach unless he has full control. That is the mindset of a College Coach, not an NFL coach.

"Full control" is the mindset of an NFL coach who is the only coach to take his team to six Super Bowls (and win four of them).
A coach who was also fired from his first NFL head coaching job.
