I am sure GA State has a plan for financing but since student fees are a popular way to finance things of late, consider that a $100 annual student fee would generate $5.6 million. A $250 annual fee would generate $14 million. You can see how GA State can potentially generate a great deal of funds to pay for this in a timely manner.
There will be no additional student fees. The state isnt allowing that from any school. The financing mechanism will be some combination of what I stated in my prior post. The existing athletic fee cannot go to facilities. It will be bonds and private donations. We have 125k alumni in the Atlanta area. I am sure we will get it done.

It is more fun to speculate than pay attention.

LOL. A lot of outsiders are worried but Dr Becker would not had even made move #1 on this unless all ducks (BOR, City, State, Private partner) were in place. He along with the Mayor, the Governor and our new AD are all in legacy mode. Only thing to work out now is property survey and which plan the BOR is ok with and negotiation of sale price.
