Here's my view on the teams mentioned

Jax State. Probably has a ceiling as to success in FBS. And its probably pretty low. Its not their fault. They are small (with 7500 undergrads). They don't even have a local newscast where they'll get any significant airtime (no TV stations are based there that have local news - Alabama, Auburn, UAB, and Samford are going to get in front of them), and the Alabama/Auburn axis is much stronger up there than it is in Southern Alabama.

Florida Atlantic. Not sure that trading home games with Miami for home games with Elon would do much for the program. The problem they have is that South Florida isn't a college football area. Even Da U has serious problems with support.

Idaho. One can make a better case for them as a movedown. Trading cross country travel to play teams that don't care about them and for whom their fan bases don't care about in order to play Eastern Washington, Montana, Idaho State might make sense. But the fact that they're still willing to fight for FBS shows the appeal of it.

Fordham. No way they're viable as a FBS. Their basketball has had serious problems competing in the A-10. NYC is not a college football town. Oh, and they're private, and have a small undergraduate enrollment.
