I'm not in the know, but from what it states here, it sounds like someone got their feelings hurt and complained to the state about some things.

I honestly read that as a sign that Baker's cleaned house after the EW/coffee-fund mess and people who were involved in, or associated with, that are on the verge of losing power and are trying to bring him down now, or trying to hang on to the last vestiges of power that they had.

It happens every time there's a new sheriff in any line of business: the new sheriff tends to want to get rid of the old sheriff's people and get their own people in power.
