Interesting. It seems like the B1G amendment is fine with the total number of teams in a conference being less than 12, but wants to ensure any championship game is played between "division" winners.
If passed with this amendment, the B12 could still be at 10, play a round-round schedule, but the teams in the conference would have to be divided into "artificial" divisions, which for them would be two divisions of 5, but be meaningless with a round-robin scheduling format.
What isn't clear to me is does the amendment restrict the conference to 2 divisions and only 2 divisions or could there be 3 divisions of 5 or 4 divisions of 4 with the conference championship game being between 2 of those 3 or 4 division winners?
Regardless of the answer of that question it does appear that the ACC may not get what it supposedly wanted with their proposal - the right for the conference to determine which teams play in the CCG.
However it does appear that, if passed with the B1G amendment, the ACC could keep its current divisional format as is (which appears to be what the ADs/coaches want), but would not be able to decide that it's CCG could be Clemson vs FSU this year instead of Clemson vs UNC simply because FSU is rated higher than UNC in the final CFP Poll.
