40-team World Cup
So FIFA has decided to slip this proposal through the back door:

I dislike the idea of a 40-team World Cup as it would dilute the tournament, which I feel is perfect as of now. Also, once a team gets there, the proposed format looks like 8 groups of 5 with the top 2 advancing, it would be more challenging to get out of the group, and 8 teams would not play on the final match day which could lead to collusion. All in all, I think it's a horrible idea, and I hope the ECA puts enough (financial) weight behind its opposition to stop FIFA.

FIFA to Expand World Cup to 48 Teams in 2026

Gianni Infantino, the president of FIFA, had pressed for increasing the number of countries that play in the World Cup when he ran for the leadership of the organization last year.

He said it would invigorate the event, which is expected to bring additional $1 billion in television, sponsorship and ticketing revenue in the first cycle alone.

Bureau of the Council recommends slot allocation for the 2026 FIFA World Cup

The Bureau of the FIFA Council – comprised of the FIFA President and the presidents of each of the six confederations – convened this Thursday at the Home of FIFA in Zurich and agreed on a proposed slot allocation for the FIFA World Cup as of the 2026 edition.

The recommendation will now be submitted for the ratification of the FIFA Council, whose next meeting is scheduled for 9 May in Manama, Bahrain, two days prior to the 67th FIFA Congress.

After 10 January, when the FIFA Council unanimously decided on expanding the FIFA World Cup to a 48-team competition, FIFA, the confederations and the member associations engaged in a consultation process, which resulted in the proposal recommended by the Bureau of the Council. According to this proposal, the split of direct berths is as follows:

Slot allocation*

AFC: 8 direct slots
CAF: 9 direct slots
CONCACAF: 6 direct slots
CONMEBOL: 6 direct slots
OFC: 1 direct slot
UEFA: 16 direct slots
* The host country would also automatically qualify for the FIFA World Cup, and its slot would be taken from the quota of its confederation. In the event of co-hosting, the number of host countries to qualify automatically would be decided by the FIFA Council.

Play-off tournament for two remaining slots

The above allocation accounts for 46 of the 48 participating teams. The proposal reviewed by the Bureau of the Council includes a play-off tournament involving six teams to decide the last two FIFA World Cup berths:

One team per confederation with the exception of UEFA + one additional team from the confederation of the host country;

Two teams to be seeded based on the FIFA/Coca-Cola World Ranking. The seeded teams will play for a FIFA World Cup berth against the winners of the first two knockout games involving the four unseeded teams;

Tournament to be played in the host country(ies) and to be used as a test event for the FIFA World Cup;

Existing play-off window of November 2025 suggested as tentative date for the 2026 edition.

CONCACAF is being paid to call off the dogs
AFC has more money and needs more slots (China has to get into the mix)
CAF is being paid off for their loyalty votes

glad they got rid of the 1/2 slots
the play-in slots maybe interesting; I am not sure what I think about that yet

Agree that CONMEBOL probably deserves more but if there are 16 more spots in the World Cup, CONCACAF deserves some spots, especially more than OFC, CAF (Africa) or AFC (Asia)

In the last 4 World Cups combined,

UEFA had 55 teams qualify and 31 reached the knockout round
CONMEBOL had 20 teams qualify and 15 reached the knockout round
CONCACAF had 14 teams qualify and 8 reached the knockout round
CAF had 21 teams qualify and 5 reached the knockout round
AFC had 16 teams qualify and 4 reached the knockout round
OFC had 2 teams qualify and 1 reached the knockout round (Australia who is now in AFC)

CAF and AFC don't fare very well advancing out of the group stage despite numerous entrants. CONCACAF, CONMEBOL, and UEFA all have averaged at least 50% of their teams moving on to the knockout rounds.

CONMEBOL probably deserves extra teams first (though there are only 10 teams in the confederation so can only increase by so many), the UEFA slightly and CONCACAF before CAF and AFC. If at 48, I guess OFC deserves 1.

I've heard suggestions that CONCACAF and CONMEBOL should merge, which I feel would give the Mexican and US National Teams a push they need. Also, a 3 country World Cup is stupid, far too much land to cover, if you're going to do it in multiple NA countries then just play it in Vancouver and Seattle, maybe Portland for the smaller matches.

I feel that would only work If the CFU leaves CONCACAF first
