Also, it is referred to as a $20M project. if somehow the scope of the project balloons to $40-50M, I don't know if this timeline applies.

That 20 million figure is closer to the one that has been talked about for a while (I'd never heard the 50-60 million dollar number until Herman mentioned it he other day). Id heard 20-25 million until that interview. It sounds like Herman believes that facility is the final piece needed to recruit like he wants to. Exciting stuff.
