It means that Paul Stanton could not have dropped football in 2003 had a university governing board been in place that opposed it. Plus, many, if not most, state universities have governing boards.

Agree, this seems good for ETSU. Had there been a Board of Trustees in 2003, football wouldn't have been dropped.

I think that this has the potential to cause ripple effects that none of us can envision for all aspects of the university.

So many unanswered questions at this point, obviously. Who will serve on these boards? Who gets to appoint these boards? What power will they have? Can these boards lobby the state legislature directly? This sort of arrangement has served East Carolina, for example, real well over the years. They just started going directly to the legislature to get money and initiatives approved -- most recently, a new Dental School. Today, they are a powerful force in the UNC System and NC politics in spite of the UNC-CH crowd that has historically tried to derail them. Will be interesting to see what rolls out with this.
