That is correct in terms of the buckets philosophy, dedicated funds cannot be utilized outside of their intended purpose; my point was that EMU's infrastructure as a whole in crumbling. And Yes, I highly doubt that there will be a capital outlay project for any parking/roads. As a student employee at EMU years ago I learned that the roads/parking lots were funded from revenue from the Parking hang tags that students purchase and parking citation revenue. That revenue is used to re-pave roads/parking lots on a rotating basis. My analogy about the capital outlays was to point out that EMU depends on the Capital projects where many Universities use private funding and their endowment. EMU does not have that luxury.
I understand the bit about repaving roads and parking lots and those funds. I don't know how the university increases those funds.
As far as buildings I have a dear friend at EMU (retired faculty) who thinks the university campus is in pretty good shape. Mark Jefferson was done. Prey-Harrold was done. I think there is only one building in need of serious money. Is that Strong? (sorry I'm not on campus and don't visit many buildings).
Our campus, best I can tell, is pretty much in very good shape for a school in a state not doling out money freely.
Agree we don't have the huge endowment which other schools to get things done (looking at you, UofM), but all in all EMU manages well.
Again, I do NOT know the source of funds for athletic facilities improvements, but I'd assume donors, large and small, maybe naming rights, and maybe borrowing money using an ATHLETIC DEPT generated revenue stream as collateral (almost analogous to using parking tag revenues to fund re-paving of parking lots). Quite frankly football road game guarantees, CFP monies (received through the MAC), etc. are athletic department monies generated by football. It makes sense to invest some of those funds in FB-related facilities.
Again, I am perfectly wiling to wait a few months to hear the entire story of what, when and how (paid for).
