Is he actually transferring?

If he goes to Troy which is FBS, he will have to sit one year then get to play one year. If he transfers, he will probably go to a FCS school where he will not have to sit out and will have 2 years to play.

Nope!

He redshirted here and played 2 years (3 total years). You have 5 years to play 4. If he transfers to Div 1 (FBS) he would have to sit a year for the transfer, and would be eligible to play 1 year (3+2 = 5). But no penalty if you transfer to FCS, that is the only way he would have 2 seasons.
