How does Replay work in NCAA football???

How does Replay work in NCAA football???
Is it just me or do replay officials review the dumbest things and ignore stuff that needs to be reviewed.

3rd and short in the red zone with just over 1 minute to go and Va Tech completes a pass to score a touchdown and tie the game that is ruled incomplete.

THERE WAS NO REVIEW??!!!

They will spend 10 minutes to determine a spot in the beginning of the 3rd quarter when their is 20 guys on the pile and you cannot see anything yet wont review a possible touchdown at the end of the 4th quarter???
