Have the "festival" atmosphere with kid-friendly stuff like bouncing castles and places for them to throw the football. Having shorter halftimes, a 15 second clock instead of a 25 second clock, and eliminating extra points could be other ways of shortening the game, and making it more family friendly.

Also, they haven't tapped the market for training. Hold summer camps for kids as well as "master classes" for people trying to make the NFL.

I also think it would be really smart to have a "local area" for each team where in that area they can sign players younger than 20. That would allow talented players who should not be in college the chance to earn a living, while simultaneously increasing the local connection angle.

CFL has a shorter play clock and with 20 yard end zones and the defense having to line up 1 yard off the ball instead of the length of the football, CFL teams go for 2 far more often than NFL teams. Allowing players to be in motion even to the line of scrimmage, the field being wider and having the 1 foot in bounds for a completed pass rule would make scoring easier for the new additions.

Watching outdoor football in June, July, August & September more enjoyable than December & January in most parts of the USA and obviously Canada.
US based CFL teams could do a Beach Theme Lounge Area similar to what UCF has in Orlando to draw in fans.

Whichever NFL team leaves for LA would be nice pickup for the USFL.

Columbus Ohio 31 (surrounded by Cleveland 18, Pittsburgh 23, Indianapolis 27 and Cincinnati 36, blocking Columbus out of the NFL ... a case where its more geography than teams moving around that account for it being among the top 8 TV markets not in the NFL).
