Yes delivering markets matter. Rutgers doesn't deliver NYC, but it's a large state school and the main player for NJ.
Actually, Rutgers DOES deliver NYC.
Its not about whether they can have the biggest fanbase in the city, but whether they can get the BTN full cable/satellite carriage throughout the NYC and NJ DMAs, which was exactly what was delivered.
No team will ever fully deliver NYC because its simply not a college football town, but the combination of Rutgers, Penn State, Michigan, Michigan State, Ohio State + BTN full coverage delivers as much of NYC as you can realistically ask for. Notre Dame and Texas are really the only other schools that has any pull in NYC in terms of college football. No one cares about UConn or Syracuse football (but everyone does follow the basketball of those schools hence why alongside St. John's the old Big East WAS the premier college sports brand in NYC the past few decades), although if Buffalo/Stonybrook ever make it into a power conference, they could potentially do something real in NYC due to the sheer number of alumni).

Its not necessary anyway, you simply just need to live here and you know. No one cares about UConn football in NYC nowadays. A few did when they were good for a couple of years, and now that they have been awful for several years, they've gone into hiding. Its no slight against yourself as a fan/alumn nor the UConn athletics department, who deserve plenty of credit for what they've accomplished for decades, but that's how it is.

Seriously folks, I'm in the city a lot.. I can't emphasize this enough. Listen to Francesa... walk around the sports bars in lower Manhattan on a Saturday in autumn.. check out the hats people are wearing at Mets and Yankees games... you will not hear or see much Rutgers at all. Rutgers is playing Indiana next... a fairly meaningless conference game... try to find ANY buzz about it. You can find buzz on Jets games and Giants games.. check out what the Rutgers/Army game draws at West Point in a couple weeks.. that's a whole other sector (Westchester/CT/etc.) that can go see Rutgers football in person.... they will draw nearly the same they drew for all their other home games.
Rutgers loves to site that Louisville game... which was a prime time night game up against nothing .- and a long time ago And further more, it wasn't even the highest demand ticket in the NYC area. You could buy single tickets to that game without a package. You couldn't buy UConn/Michigan tickets without buying at least a partial season package - no single tickets were sold. What's the top rated Rutgers game going up against other teams on Saturday? How does Rutgers ticket buzz compare to UConn or Syracuse NCAA tournament games being played in NJ or NYC? Or the old Big East Tournament? Syracuse in the finals of a BE tournament was an additional $50 per ticket mark up for scalpers (if not more).
Keep citing that 2011 football game or a survey from the NY Times a few years ago. I'll keep being in NYC and seeing Notre Dame fans or transplanted fans.. heck, last trip to a Yankee game I saw more Cincinnati gear than Rutgers.. and the opponent was the Nationals so it wasn't like seeing Maryland or Va Tech stuff everywhere (before I get a geography lesson, there are a ton of Va Tech alums up in Fairfax County and DC even though its farther away).
