With SMU trying to make it 6-0 with a 23-7 lead over East Carolina.

Ha, Navy asked to be placed in the West, as a condition of their acceptance. I'm assuming it was for recruiting purposes (into the Navy, not for football recruits).

Not really. Navy was just willing to make the west work. Texas being a highly recruited state also helps.
