Without cheating? No, but that's because I don't think any program wins at the highest level in college sports without cheating on some level. If the question is without cheating blatantly enough to get caught then yes they can. Just takes hiring the right coach.

Miami will be relevant in a year or two...in MAC play. I'm talking about the real Miami of course, not the U. Miami was a college when Florida belonged to Spain.
