It's all based on formulas. Using formulas with incomplete data tend to give incorrect answers. ULM and Troy do not belong there.

Its a fan driven poll that's no different than ESPN's Bottom 10. If you looked up CBS Sports actual rankings, you'd find that most of those teams are not near the Bottom 25 of the FBS rankings.
