Oops, you're right, I missed an or at the end of 20.9.10.1 (a), leading into 20.9.10.1 (b). 7/7 or 6/8.

But as long as a school has a women's golf program, in many cases it doesn't make much sense to drop a men's golf program. Golf and Tennis can be relatively inexpensive sports once you have the facilities in place ... and golf is often an easier ask for getting program donations than many other non-revenue sports.

UND had to add a men's tennis program to comply with Big Sky policy. Most schools recruit foreign tennis players, but UND uses non-scholarship regional players for the men's tennis team and a wonderful city wellness center for its facility. The M/W tennis and golf programs will never amount to anything at UND, but they create a lot of goodwill in area high schools. Like to have the option of curling teams; we'd be national powers like M/W hockey. A UND student was a member of the US Olympic curling team.

There are several sports in which an economy minded school could save money by having a single coach for both men and women. Golf, tennis, Swimming/Diving and X-Country/Track and Field could fit that bill.

I think for XC/Track, there is just one set of coaches for both genders. For example, one coach works with sprinters, one with distance, one with throwers, etc. One of the coaches is then the head men's coach and another coach is the head women's coach.

But at the very least, the men's and women's teams will be in different parts of the country at different competitions. So you need a coach with both groups.

I think it's safe to say that we've shown Idaho and NM St. have nothing to gain by dropping football from FBS to FCS.

I also think that if and when Sun Belt does not renew their affiliate memberships, they will both try to be independents rather than drop football. But if the day comes for either of them when it no longer makes sense to sponsor FBS football, the sport will be dropped.
I agree with your assessment FBS or nothing.

If independent U Mass,Idaho and NMSU should work together to add to their ranks.
Two schools could declare their going FBS and play all three home and home during the transition period. They would need one FBS and one FCS home game their 8 FBS games would be covered. The other four can be away games banking future home G5 games. Then agree to play each other in the middle of the season.
Then the five schools could work together to add more schools.
Get enough teams in one area and a conference could be started or become FBS.

BSC = UND,UM,MSU,PSU,SAC ST,IDAHO,EWU and NMSU

Summit= NDSU,SDSU,USD,UNI,YSU add some BSC teams.

Getting to eight is the hard part before 2025.
Some football only members and conference switching would be necessary .
To me the Summit makes sense because it doesn't have a lot of teams.
Add NMSU and Idaho to the four Dakota schools and your almost there .
UND ,Denver and Omaha would benefit because of hockey.

Summit East = four Dakota schools and Denver and Omaha .
Summit West = UM ,MSU,Idaho,NMSU,EWU and PSU

Fairly compact for divisions
Leaves two spots for football only with U Mass being offered one of course.
The other Summit schools could form a Midwest division of the WAC.

Big Sky FBS without some schools that could merge with GNAC to keep a D1 FCS conference alive.

Big Sky FBS
Portland State
Idaho
Cal-Davis
Cal-Poly
Montana
Montana State
Azusa Pacific (10,000 seat stadium that could rent out the Rose Bowl until they can build their stadium bigger.)
Eastern Washington
Northern Arizona
North Dakota
Colorado State-Pueblo (Northern Colorado and Colorado Mines are in the Denver market and could hurt the new Big Sky FBS to get an attractive viewers. Colorado Mesa could be another logical choice.)
Simon Fraser (NCAA could allow a Canadian school. Simon Fraser could play in the stadium used for the Winter Olympics.)
Sacramento State

GNAC FCS
Dixie State
Southern Utah
Weber State
Northern Colorado
Mary, ND
Idaho State
Humboldt State
South Dakota Mines
Central Washington
East Bay State (Looking at re-starting football)
Utah Valley (Could add football)
Grand Canyon U. (Could add football.)
New Mexico Highlands/Western New Mexico

We have to also keep in mind that the California schools may have to re-start football to keep instate kids into the schools. Adding football have helped boast enrollment in many schools.
Long Beach State
Fullerton State
Santa Clara
Northridge State
Sonoma State
Cal-San Diego
Chico State
Western Washington
All should be on the list to watch in the future for any signs of life in football.

MVC FBS
New Mexico State
North Dakota State
South Dakota
South Dakota State
Northern Iowa
Missouri State
Illinois State
Western Illinois
Southern Illinois
Indiana State
West Texas A&M
Wichita State If they re-start football.
Lamar
Sam Houston State

Washburn was a former MVC school. Topeka, Kansas tv market.
Texas-Rio Grande Valley- Mentioned they could explore adding football in a few years.
Colorado State-Pueblo
Missouri Southern/NW Missouri State/Central Missouri/Missouri Western/Missouri S&T all could replace Missouri State if they move to another confernce like C-USA or Sun Belt.
Abilene Christian
Angelo State
Central Oklahoma (could play in Norman for bigger games until they build up their stadium.)

CAA FBS
Towson
Stony Brook
Youngstown State
U. Mass.
Delaware
URI
William & Mary
New Hampshire
Villanova
James Madison
Maine
Albany
Richmond
Buffalo
C. Conn. State

Elon could move back to the Southern Conference. The non-football schools could move to another D1 conference like Hofstra and them could move to the A10 conference while all the football schools in the A10 could move their other sports into the CAA.
Villanova and Richmond is a big if if they can go to FBS. If not? Villanova and Richmond might join Georgetown in the Patriot League.

Evansville could re-start football and play in the Pioneer League.
VCU could re-start football, and could go to the CAA for all sports.
Liberty could be part of the MAC.
Delaware State mentioned they want to go FBS.
Fordham could be interested in FBS.

Southeast FBS Conference. New Name for us to name it.
Kennesaw State
Florida A&M
Eastern Kentucky
Tennessee State (already plays in a 60,000 + stadium)
Jacksonville State
Western Carolina (seems they are not happy in Southern Conference)
Chattanooga
East Tennessee State
Alabama State
Jackson State
North Alabama
West Florida

Other schools that might go FBS as well.
Norfolk State
Bethune-Cookman
Eastern Illinois
Fordham
McNeese State
Central Arkansas
Dayton
Stetson
SFA
Malone
Wayne State, Michigan
New Haven, Conn.
Walsh
Tuskegee (to keep their annual game alive with Alabama State.)

Schools that could add football.
Evansville Pioneer League
Southern Illinois-Edwardsville MVC?
Milwaukee MVC
UTA Sun Belt
Little Rock U. Sun Belt
Grand Canyon U. Big Sky
Utah Valley Big Sky
Long Beach State MWC
Fullerton State MWC
Northridge State Big Sky
East Bay State FCS GNAC
Chico State FCS GNAC
Sonoma State FCS GNAC
Western Washington FCS GNAC
UTRGV MVC
UTA&M-C.C. Southland
Santa Clara Pioneer
High Point Big South
North Florida Sun Belt?
Florida Gulf Coast Sun Belt?
Hawaii-West Oahu Big West Olympic Sports, FCS GNAC for football. Be good news for Hawaii to play another team on the islands.
Wichita State MVC
Nova Big South football, ASun
Columbus State Big South football, Asun
Cleveland State ?

Many D2 schools could move up to take places of others who move up.

NCAA could give waivers like Azusa Pacific and some others to move up. OKCU wants to move back to D1 from NAIA and re-start their football program.
