G5/Indy teams counted as P5 games
The question I have, even after reading the article is how Delany can justify some schools from the AAC counting but not others.
For the SEC:
Army, BYU and ND
For the B1G:
Army, BYU, ND, UConn, Cinci and Navy

1. Army being a P5 for anyone is laughable. The B1G and SEC are throwing them a bone. (sorry Army)
2. Navy being included is the same as Army. It's because they're a service academy (but much better than Army)
3. UConn & Cinci are being included because they are on so many B1G future schedules (and maybe because they used to be "BCS") and it would be a headache to drop them and replace them. They're included because of convenience. Same as if it was another set of G5 teams on a bunch of B1G schedules, they'd then get the classification of a P5 matchup instead of UConn and Cinci.
I think that about sums up the situation.

Other AAC schools (and G5s for that matter) are not automatically excluded as they could receive waivers as well. Supposedly, it's on a case by case basis. Here's an interesting take from football scoop.

What effect could this have on BYU? Not that they want to join a conference anytime soon, but preserving "P5 like scheduling status" as a reason for remaining independent seems less relevant now. There are other reasons for them not to join a conference, but this appears no longer to be one of them.

It seems that if enough teams get a P5 exemption, those schools should then join a new all sports conference together. If these schools can be considered P5 individually, it seems the powers that be would have a hard time explaining why a conference of "waiver P5's" shouldn't be the sixth power conference, no? I'm no lawyer or NCAA expert but if all these waiver P5's joined together, it seems like they'd have a good lawsuit to file against the autonomy 5.

A quarter of the AAC is included in the exemption. Aresco needs to get on the phone and just get the whole conference counted. It would make things much more tidy.

I promise you within ten years this will include all the AAC and Boise State.
FCS teams will no longer be on the majority of people schedules soon and teams like Louisville will get sick and tired of starting the year of 0-3.

I predict eventually the BigTen will go to 10 conference games, +2 ooc P5 conference games, with an occasional exception to play a G5 team.
with attendance declining and tv growing importance, the need for 7 home games will diminish and need for good tv games will go up.
Indiana and NW have no need even now to fight for 7 home games, they will be one of the first converts. Mich, OSU, PSU will take more convincing.

OSU, PSU, and Michigan sell 100,000+ tickets to each home game at an average of $50 apiece. Add in luxury boxes & concessions and it's easily $7 million per game.
Would OSU@Indiana get $7 million more from TV than Hawai'i@OSU? Not even close - only top-10 matchups get that much.
So I don't see the Big Boys agreeing to give up a 7th home game anytime soon. But the other 8 pre-1990 Big 10 teams would love to play their cross-conference rivals more often. I predict you'll see MSU and IU start scheduling some Big Ten games as OOC soon (similar to what Wake Forest and UNC did).

That article made a point in why Georgia State should be counted as a a better team, but a North Dakota State team is not? I could see that North Dakota State and Eastern Washington could get the P5 status type label along with Boise State. Colorado State beating Rutgers last year should give them a waiver as well. Air Force as well. Fresno State and UNR might as well.
Kansas gets the nod as a strong P5 game, but Memphis does not?
Somebody in these conferences better wake up or they will have many of their schools not qualify for bowl games, and many G5 schools will take those spots.

Ohio State Vs Northern Illinois was a good game to watch on TV. Losing these types of games on TV could hurt the Big 10 in a long run.

BYU and ND were already included. So basically they would almost have to go out of their way to "exclude" Army, which then means you have the issue of excluding other poor performing teams in otherwise power conferences.

U. Mass. would be an Indy soon as well. Idaho and New Mexico State could be out of the Sun Belt.

Trying to decipher what Jim Delany says or does is a fool's errand, however I think he was probably distracted when he made this decision given the extra hours he is putting in moonlighting as Sam the Eagle on the new Muppet show that premiered last night on ABC. If were a B1G fan I would be more concerned about the internal strength of schedule issues with all the turmoil at Rutgers and Penn State this year.

There will still be 3 OOC games annually, and only one of them has to be against P5 teasm or teams on the exemption list. No FCS game, still leaves 2 to schedule.
The Big 10 has scheduled games against the MAC frequently, and I know that Rutgers and Temple have a 4 game series coming up. The no fCS game shoudl preserve Big 10 - MAC or Big 10 - (Cincy, Temple, UConn)

I think there should be some exemptions for FCS schools that can compete against the Big 10 as well. North Dakota State, South Dakota, North Dakota and South Dakota State, plus some of the MVFC schools that can win against Big 10 and other P5 teams.

Point of Information: Rutgers didn't play Colorado State last year and as far as I can tell the Rams and the Scarlet Knights have never met before.
