It means that culture is a living breathing thing, and you either live within it's structure or you don't. He didn't.
If you're still confused, look at the really crappy parts of Price Hill, OTR, Norwood, Clifton and ask what those people have in common with Obama in terms of lifestyle, profession or upbringing. The answer is nothing. Pigment itself is not culture, it's the way people live and the way in which they interact with one another that gives them cultural identity. In the United States, there is such a thing as African American culture and this man isn't a product of it.
