Tennessee opens next season against Virginia Tech at Bristol Motor Speedway, which you can consider neutral. It's about halfway between the 2 campuses on the Virginia-Tennessee border, and has a capacity of well over 100,000. It should be a sell out too, even though some sight lines won't be the greatest.
Well put. In the case of this year's game, the non-neutrality of it has more to do with the opponent and the fact that the game is in state.

WVU and UT open the 2018 season in Charlotte, which is neutral as well. WVU's largest southern alumni base is in Charlotte, and the Mountaineers have alums all over the Carolinas.
