Tennessee opens next season against Virginia Tech at Bristol Motor Speedway, which you can consider neutral. Well put. In the case of this year's game, the non-neutrality of it has more to do with the opponent and the fact that the game is in state.

WVU and UT open the 2018 season in Charlotte, which is neutral as well. WVU's largest southern alumni base is in Charlotte, and the Mountaineers have alums all over the Carolinas.
