Technically, he can't 'promise' anything in return for their money, just that he will give it consideration, right? Isn't that the line that differentiates bribery from normal political fundraising?

That's not how extremists work, they actually want the nukes to fly or us to overreact in a way they can use to gain further support for this non-existent religious war. It only leads to further radicalization among those who currently aren't radicalized.
