The structure of the divisions are small potatoe issues that are easily fixed. The big score would be Texas and TCU or Texas Tech, and Notre Dame as 17.

I would replace Texas Tech with West Virginia, and put that group of four schools in one division with the ACC North schools. The South and East are the other division.
The PAC won't touch the leftovers with a ten foot pole, so just let the four B12 defectors pay their exit fees and leave the rest to fend for themselves.
