Why does MSNBC stoke the fires of racial division?
Is it for ratings? Is it for a political agenda? Or do they just need to fill air time and race is an easy subject to cover ad nauseam?

Maybe it's for another reason I can't think of.

In all serious, both sides do it. They are speaking to an audience that already has an opinion, they want to keep that audience. I think these pseudo news sites are worse race baiters. It happens on the right and left.
