The issue isnt so much polling or calling, its the damned suck-ass predictive dialing software. This is where the computer makes the call, listens for the far-end to pickup and say hello, analyze the hello to see if its a live person or answering machine, and itf its a live person, transfer it to an agent. The computer paces the calling mechanism to ensure that each agent has a new call within seconds of hanging up the previous call. The problem is that the computer will end up getting to many live people on the phone, and noone to transfer to because all the agents are busy on another call, so it will simply hang up and call back.

I'm on the federal no-call list, so calls like this are cut to a minimum. But when my number rolls off, the calls start flowing in again. And some of their dip-**** predictive dialers will call me 3 times in 5 minutes, hanging up each time because it has noone to transfer the call to.

Thats the part of the law they are changing. Nate Silver can get his panties out of a wad. He can still call people. He just cant call people repetitively and hang up on them.

I hope this works, but telemarketers have found ways around the Reg's passed several years ago including simply ignoring Do Not Call lists. Add to that the tele-scammers using telemarketing technology to scam you for things like fake utility bills and medical insurance premiums etc.

I do know this, give money once to your alma mater and they will contact you seemingly every day for the rest of your life asking for more donations.

I'm on the 'get harrassed by rip off car maintenance insurance list'. Its annoying.

Here's some new laws I think should happen

1) It should be a felony to use a telephone number not registered to the address where the call is being managed to engage in telemarketing

2) Companies engaged in telemarketing should have to register with the government and provide their complete data in a visible, online format

3) It shall be a felony for telemarketers to not disavow any relationship with the car manufacturer, dealer, or other entity within 20 seconds of initiating the call
