The P5 leagues -- and not just them -- would instantly withdraw from the NCAA if the NCAA tried to enforce something like that.
The P5 conferences themselves will mandate it. Just like there are new proposals now like the Big Ten mandating no more FCS games or the SEC mandating at least 1 OOC game against a P5 opponent. It just won't change overnight and will happen gradually.
I can see the Big Ten or PAC-12 leading the way on this. They have already gone to 9 conference games, some day it will be upped to 10 conference games. At that point P5 teams that average less than 50k attendance will probably just go to 6 home games a year. 10 conference games plus a couple of home and away series against other P5 teams. maybe 1 buy game every 2 years.

10 conference games will only happen if the TV guys tell a P5 conference, "We'll pay you a lot more for 10 conference games and 2 non-con games than for 9 conference games and 3 non-con games." If the extra money is not there, then a program like Indiana is going to be reluctant to take Ball State or FIU off of their football schedule and replace them with another Nebraska/Wisconsin/Iowa game, and that's the effect on Indiana if the Big Ten starts playing 10 conference games.

You see, you should have asked how they would get 5 ooc games rather than making an assumption because obviously you are responding to my post without quoting it.
They get to 5 ooc games by being part of a 20 team AAC that has four divisions of five teams each. That is four games in division and one against every other division for 7 games. With a 12 game schedule that means they have 5 ooc games to help make up for what they get paid in the AAC.

That only happens when some of the top rating G5 schools get into a P5 conference. There is no way that the networks want the P5 to drop a school like Boise State since Boise State draws more viewers than the sorriest teams like Washington State. P5 do need to have the best teams to play or their product will hurt their bottom line.

Yes we are and no it isn't. It's coming sooner than you think, obviously. Sorry, but your word isn't better than mine. Mine is proven to be the best here when it comes to saying something is going to happen and then it actually happens, especially in comparison to you.
Keep trying though, maybe someday you will be correct. Not likely though if you make it a habit of simply being contrarian in regards to what I put forward.
